Can you raise chickens in a neighborhood?

Here in Portland, Oregon you can have a small number of hens but no roosters. A few years ago somebody in my neighborhood bought a rooster to make into soup and it got loose and pooped all over the neighbor ladies' porch and crowed all day and night for about two weeks until I saw a golden retriever chasing it up and down the street.
